The best way to do this is also with the same enemy that drops the Filthy Pouch 1. It has about 600HP, but it is really slow and easy to inflict Scratch damage on. If you have one person max out it's Scratch Damage with the Machine Gun, then have another person just throw 1 or 2 Molotovs at it, you will get between 600 and 800 EXP per fight.

Because it seems like you can gain a level (or two) by tossing a grenade on top of 2-3 fully scratched enemies. And tossing a grenade "once" isn't the same as 48 or whatever it takes to go up to level 2 in that skill. It just doesn't seem to be the same with guns though, especially when using a machine gun that literally does no damage.
